Chartering change in Grand Junction

In 1909, Grand Junction voters adopted a city charter that was among the most innovative in the country, including a new system of voting that is making a comeback in the 21st century.

But when that voting system led to the election of an avowed Socialist as the city's mayor, people began to have second thoughts.
